One Acquisition Solution for Integrated Services (OASIS) is a General Services Administration (GSA) Multi-Agency Contract vehicle (MAC) that provides federal agencies easy access to complex professional services requirements. This solutions-based contract provides integrated professional services in the broadest context of the contract’s scope, incorporating all contract types. Under the OASIS Unrestricted contract award, agencies can access Eagle Hill for strategic planning, business transformation, organization and operating model design, business process improvement, data analytics, program evaluation, and many other services. 

OASIS+ Small Business

Federal agencies can access Eagle Hill’s services under the OASIS+ Small Business contract vehicle via the contact awarded to Constant Solutions, an 8(a) Joint Venture formed by CONSTANT Associates and Eagle Hill Consulting. This joint venture enables agencies to access CONSTANT’s deep disaster and crisis experience, along with Eagle Hill’s premier management consulting experience for the Management and Advisory Domain, which includes business continuity, business process improvement, decision analysis, knowledge management, policy development, program documentation, stakeholder requirements analysis, and strategic communications.

GSA Multiple Award Schedules

Eagle Hill offers our services to the Federal, State and Local, and the District of Columbia Governments, through Multiple Award Schedule (MAS) No. GS-02F-010GA. MAS is a flexible task-order schedule providing business consulting services, human capital solutions, talent solutions, and change management, among others, to enable agencies to improve performance and meet their mission goals. • Program Evaluation Services Subgroup
  Under MAS SIN 541611, federal agencies can access Eagle Hill as a qualified, pre-vetted contractor to design and carry out program evaluation activities to meet agency evidence-building needs.

Human Capital and Training Solutions (HCaTS) 

Eagle Hill provides customized human capital strategy, training and development, and organizational performance improvement services to all federal agencies through the HCaTS Unrestricted Pool 2 contract vehicle.   Through the BOOM BPA, Eagle Hill provides strategic planning, new business model development, change management, program and project management, performance management, resource and risk modeling, knowledge management and training, and coaching and mentoring services to help optimize and modernize business operations to better align with strategic priorities, create efficiencies, and increase the effectiveness of FDA operations.

  Through this flexible task-order schedule, Eagle Hill provides operational assessments, business process improvement (BPI), workforce planning, performance management, change management communication, coaching and mentoring, knowledge management and training, business case development, and program and project management support services.

• Business Transformation Team (BTT) BPA
  Through the BTT BPA, Eagle Hill provides strategic planning, workforce planning, change management, innovation, performance management, enterprise risk management, communication, training maintenance and redesign, and business continuity program services. 

FEMA Field Operations Directorate BPA

Eagle Hill has been awarded a Blanket Purchase Agreement (BPA) with the U.S. Federal Emergency Management Agency (FEMA) to provide all Directorates and Offices organizational effectiveness, workforce analytics, training and exercise, leadership development, and program and project management services.
