Arlington, Va., January 12, 2017 – Eagle Hill Consulting has been awarded a Human Capital and Training Solutions (HCaTS) Small Business contract to provide industry leading human capital solutions to federal agencies. This award is part of the new joint Office of Personnel Management (OPM) and General Services Administration (GSA) contracts worth up to $11.5 billion.
Now, any Federal agency can access Eagle Hill’s expertise for customized:
- Training and development services;
- Human capital strategy services; and
- Organizational performance improvement.

The HCaTS contracts were put in place to provide agencies with a reliable, flexible, and efficient way to procure best value solutions for complex human capital and training service requirements. HCaTS contracts permit multiple award types (Firm Fixed Price, Time and Materials, Cost) so that agencies can implement customized human capital solutions rather than administering contracts. The program will have an ordering period of 10 and a half years and an additional five years of performance to complete task orders. The small business HCaTs contract is expected to be open for use in December 2016.
